_ Every night, when Herb Leonard leaves his job at an import-export company, he drives past the corner store, turns right at the vacant lot and pulls into a technological oasis. The greeting on the brightly colored building offers a friendly challenge: "If you're a dreamer, come in. 

Whether it's a competing threat, a propitious opportunity, or a grand experiment, the World Wide Web is making its presence felt at radio. Stations are cross-promoting themselves on Web Sites and complementing broadcast programming with Webcasting. 

"We have always been interested in the Internet and its implications for us as educators," he said. "The Internet train is on the track, and you either get on the train or you get left behind. 

DURHAM -- Most people who live in low-income public housing never get a chance to use a computer, let alone "surf the web." Children who live in these housing projects have access to computers through schools in the Triangle, which generally have labs and Internet access. 

DURHAM -- After spending several minutes on a computer Friday searching for a Nickelodeon site on the Internet, Aushinea Royster, 10, wasted no time showing off the characters from the popular cartoon, "Rugrats." That she was even working on a computer outside of school is a big deal.
