The Agile Methods arose in the second half of the 1990's, and Addison Wesley published their seminal book, Extreme Programming Explained: Embrace Change, by Kent Beck, in 2000. I come to this advice from consulting and writing in another area, software project risk management.
Building and maintaining software is a risky business. Since software permeates and controls so much of the present-day enterprise (and its products), lateness, cost excess and failure to perform can have far-reaching consequences. A common response to such risk is to ignore it entirely.
